Faculty Spotlight: Robert Bailey & the Online Associate of Science in Criminal Justice from LSUE

Stemming from nearly two decades of experience in law enforcement and a passion for community engagement and policy development, Dr. Robert Bailey brings real-world insight to the classroom. As a faculty member for the online Associate of Science in Criminal Justice program from LSU Eunice (LSUE), Dr. Bailey blends his academic expertise with the leadership skills gained during an impressive career in public safety.

From serving in the Pennsylvania State Police to leading the Bureau of Liquor Control Enforcement, Dr. Bailey’s background gives students a firsthand look at the challenges and rewards of the criminal justice system. His commitment to accessible education, especially in an online format, helps support and inspire the next generation of justice professionals.

Meet Dr. Robert Bailey

Please tell us about yourself and your background.

I earned my bachelor’s degree in Sociology/Criminology in 2005, and my master’s in emergency management in 2012 from Millersville University. I am also a graduate of the FBI National Academy, 286th Session. I recently completed my doctorate in public administration at West Chester University.

I am an eighteen-year veteran of the Pennsylvania State Police (PSP). During my time with the PSP, I have worked in various capacities, such as the Patrol and Criminal Investigation Units, Bureau of Integrity and Professional Standards, Policy and Legislative Affairs Office, Commander of the Recruitment Services Section, and Station Commander. In my last assignment, I served as the Troop Commander for Troop L, which covers Berks, Lebanon, and Schuylkill Counties.

In my current role, I am the Director of the Bureau of Liquor Control Enforcement (BLCE). The BLCE covers all counties in Pennsylvania and is responsible for enforcing Liquor Code Laws and educating licensed establishments on the rules and regulations.

I have a passion for community engagement and policy development.

Can you describe a time a student’s progress or achievement inspired you?

I had the pleasure of having a student who was a single mother and worked full-time; however, she found time to give it her all during a course that I taught. This student showed perseverance despite having a challenging circumstance. In my opinion, she will be successful at anything that she does because she refuses to make excuses.

How has your academic and professional background prepared you to navigate the unique challenges of online teaching?

I am extremely fortunate to have experience taking online classes as a graduate student, and they have prepared me to navigate through the various teaching platforms that are offered. Additionally, as a professional, I have had the opportunity to deliver training online.

Have you pursued any additional training or professional development related to online education? How has it impacted your teaching?

The online training provided by LSU Eunice was extremely helpful in my development as an instructor. The training was intense and gave me a strong foundation on how to create and modify a course and deliver education efficiently. The LSU Eunice online training has increased my confidence and ability to deliver any course in an impactful way.

What are some ways you encourage students to collaborate and support each other in an online environment?

I encourage students to be engaged in the classroom discussion boards and posts. This practice is a great way for students to share their perspectives on applicable topics. Furthermore, it is also an opportunity to challenge and/or present different rebuttals on posts.

What advice would you give students who are new to online learning?

My best advice for students who are new to online learning is to have an open mind. I often hear people say they cannot take online courses because they are not as engaging as being in a physical classroom. I used to be that student; however, I found that online learning can be better than a traditional classroom. Online courses allow students to interact with others from different areas—states, counties, townships, boroughs, etc.
