Meet Dr. Roy Heidelberg

Could you tell us about yourself and your background?
I joined LSU in 2012 as an assistant professor in the Public Administration Institute after completing my PhD at the Glenn College of The Ohio State University. My scholarship focuses on the conceptual underpinning of public administration and policy, connecting political theory and philosophy with questions of statecraft and governance.

What is your favorite topic to teach or aspect of the program? Why?
I have developed a fondness for the way that online learning connects students across the country and gives them the ability to learn from each other’s experiences. My favorite topics to teach are accountability and bureaucracy because it gives me a chance to show students how our conventional notions of these ideas are often not as simple as they typically seem. To see students grasp the complicated ways that our governing systems overlap with our social mores and norms is very rewarding.

What advice do you have for learners who are considering this program?
Students pursuing an MPA online should be driven by a commitment to community and public service. The educational environment of online learning also requires a student to be able to manage their time and commitments with the rigors of the program. The MPA is a professional degree, so students should be ready to present themselves in a professional manner and should already have developed certain professional norms and skills, especially in terms of communication skills.

How do you integrate your academic research or expertise into your online teaching?
In the primary curriculum of the MPA program, I teach the Introduction to Public Administration Theory and Practice course (PADM 7910). This course serves in many respects as an overview of the concepts and ideas that shape the modern enterprise of government, especially post-1950. My academic research in accountability, expertise, and bureaucracy is woven into the ways that I present the core materials that have shaped the history of the field. I try to give students a grounded understanding of some of the commonplace ideas of the field.

What kind of skills, attitudes, and/or behaviors do you consider most impactful for a successful career in public administration?
Open-mindedness and a willingness to consider things from different perspectives. Respectful communication.

What sets LSU’s MPA program apart from other public administration programs?
Our MPA program is designed and taught by the research faculty on the LSU campus. We rarely use adjuncts or temporary instructors, and when we do, it is because such instructors have a special expertise. Our MPA program is also the same program that has been taught at LSU for the past fifty years, so the students are connected with an incredible alumni network across the country. We frequently update the materials in our classes to best prepare students for successful careers in public administration, policy, and public affairs.
